The 15th BGM of the Association was held on 21st and 22nd March, 2026, at Rangapara, Dist. Sonitpur, Assam.Â
The meeting, presided over by a Presidium of Shri Arunmoy Dasgupta, Shri Pran Krishna Roy and Shri Chuchen Hazarika, and attended by Central Office Bearers and delegates of various branches, discussed and deliberated on issues concerning Railway Pensioners, the problems they face, and their demands. Following two days of deliberations , resolutions were adopted to press for their demands, especially in the face of the 8th Central Pay Commission, surrounding which there is undeniable anticipation with employees and pensioners looking forward to the new developments.Â
The meet was a grand affair, which witnessed an impressive gathering of nearly 400, including 270 delegates representing various branches of the Association. The event unfolded with remarkable success, owing much to the dedicated efforts of all the members of the Rangapara Branch, ably led by Shri Subhash Mandal, whose leadership ensured its smooth and memorable conduct.    Â

International Yoga Day Celebration— Bongaigaon Branch
Bongaigaon Branch of the NFRPA observed the International Yoga Day on 21st June, 2026, in the office premises. This was intended to raise awareness about this ancient practice and to celebrate the physical and spiritual prowess that yoga has brought to the world. A good number of members joined in practising yoga postures and took advantage of the role that yoga plays in relaxing the mind and body and boosting their immune system.

Rabindra Jayanti— Haldibari-Jalpaiguri Branch
Rabindra Jayanti was celebrated with due cultural fervour. Pensioners paid their tributes to the poet with Tagore songs and recitations from the bard's compositions. Some speakers also shed light on how the poet's works have influenced our lives and will continue to do so in the days to come.

Social Welfare Programme— New Jalpaiguri Branch
New Jalpaiguri Branch of the NFRPA re-opend the Health Cheque up centre at the  Paschelguri Sector of Jalpaiguri. It has been decided that in this centre health check-up camp will be organised once a week to take note of the problems of the pensioners. In this reopening meet 35 family pensioners and 30 family pensioners took part. Various of the pensioners' problems were discussed in the camp.

Pensioners' Awareness Programme—SBI Maligaon
The State Bank of of India in collaboration with CPPC-Guwahati organised an awareness programme for pensioners at Kanaklata Bhawan, Goshala, Maligaon. The meeting was arranged for pensioners who are thought to be a vulnerable section of the society and are found to fall easy prey to fraudsters, to make them aware about how to stay alert and not step into the traps of scammers and swindlers. The meet was graced by Shri Timothy T. Gonmei, Principal C.P.O., N.F. Railway, as the Chief Guest. Among the distinguished guests were Shri Saurabh Mishra, DGM D & TB, SBI, Shri P.K.Chakraborty, President, NFRPA, Shri S.M.Kanjilal, G.S., NFRPA and other Office Bearers of the N.F.R.P.A.Â
An audio-visual presentation was projected and Shri Vibhay Kumar Pandey, Chief Manager, SBI, Maligaon, talked about the dangers that anyone, especially the elderly, might face including identity theft and phishing phone calls and suggested ways to stay secured. There was also an interactive session, conducted by Smt. Choppy Roy, AGM, CPPC, Guwahati, intended to clear any doubts in the minds of the attendees. The meeting was well attended and was a success towards attaining its objective.

CPAO Instruction on Credit of First Pension/Family Pension

Sub: Instructions regarding credit of first pension/family pension—reg.

   The undersigned is directed to reiterate the instructions issued earlier vide this office OMs dt. 12.07.2021 & 20.10.2023, wherein all Central Pension Processing Centres (CPPCs) are advised to ensure that the credit of first pension/family pension is carried out immediately on the basis of e-PPO and e-SSA including scanned copy of undertaking received from CPAO, without waiting for the physical copy of PPO to avoid undue hardship to the pensioners. The same has also been reiterated with banks from time to time.
   It has also beenthat the banks should not insist upon submission of Life Certificateor physical presence of the pensioner/family pensioner at the time of credit of first pension. However, it has come to the notice of this office that despite repeated instructions, banks are still insisting on pensioners/family pensioners to visit the bank branch in-person and submit Life Certificate, Undertaking (for recovery of excess payment) before releasing the first credit of pension/family pension. Such practices are not in conformity with the extant instructions.
   In view of the above, it is once again requested to all the CPPCs to ensure strict compliance of the instructions and issue suitable directions to all concerned branches under their control. This issues with the approval of Chief Controller (Pensions)

Minutes of SCOVA meeting
10th March, 2026
The 35th meeting of SCOVA was held on 10.03.2026 under the Chairmanship of Hon'ble MOS (PP) at CSOI, KG Marg, New Delhi.

3. Joint Secretary (Pension) welcomed Hon'ble MoS (PP), Secretary (P&PW), representatives of Pensioners' Welfare Associations and the officers from various Ministries/Departments. He underlined that SCOVA is a useful platform where feedback of implementation of policies/programmes of DoPPW is discussed. Further, he highlighted that it provides the representatives od PWAs an opportunity for raising the issues concerning pensioners' welfare directly before the concerned Ministries/Departments.
4. Secretary (Pension) briefed the members of SCOVA about various initiatives undertaken by DoPPW for bringing cease in the life of pensioners. She appreciated the role of PWAs towards the success of DLC campaign 4.0, held in November, 2025. She apprised about the comprehensive guidelines issued on 29.09.2025 for timely payment of retirement dues and issue of PPOs at the time of retirement of Central Civil Services Employees with innovative intervention of appointment of Pension Mitras for handholding of pensioners in all the departments. She also pointed out the impactful role of Pension Adalats in resolving grievances wherein more than 74% of the grievances have been successfully resolved on the spot in presence of the Hon'ble MoS (PP) in the last 15 Pension adalats.
5. Thereafter, new agenda items identified for 35th SCOVA meeting and carried forward agenda items from the 34th SCOVA meeting, held in March, 2025, were deliberated in detail.
6. In his concluding address, Hon'ble MoS (PP) and Chairman of SCOVA, Dr. Jitendra Singh underscored several revolutionary changes, brought in since 2014 for bringing "Ease of Living" to the common man. He shared that the issue regarding an increase in the Grant-in-Aid to PWAs from earlier ₹ 75,000/- to ₹ 5,00,000/- per annum per Association, as raised in the last SCOVA meeting, has been duly addressed. He emphatically mentioned about the role of SCOVA in bringing recent reforms in CGHS viz. revision of CGHS packages, reducing the age limit for referral free consultation in empanelled hospitals from 75 years to 70 years, increase in the validity of referral from 1 month to 3 months on a single referral. Further, he discussed the utility of integration of CGHS portal with Bhabishya in ensuring the generation of CGHS cards on the first day of retirement.
7. Dr. Jitendra Singh, Hon'ble MoS (PP) also stressed upon the role of SCOVA in participative consultation with stakeholders so that welfare measures for pensioners are ensured. He also encouraged PWAs to share suggestions beyond grievances so that policies and services can be further strengthened.
8. The meeting ended with a vote of thanks to the chair and all other participants.

1. It has the endeavour of Railway administration to provide best healthcare services in Railway Hospitals and Health Units for Railway employees, pensioners, dependent family members and beneficiries covered under Railway Medical Attendance Rules. the healthcare policy instructions under reference issued by the Railway Board are based on synergistic leveraging of IT Systems, robust digital process re-engineering and a user-friendly experience.
2. All 128 Railway Hospitals and 582 Health Units on IR are 100% on HIMS. However, instances have been reported that HMIS digital processes are being compounded with (now redundant) paper-based processes, thus restricting the outreach/ delivery of healthcare policy instructions issued by the Board. . in order to summarily address such issues, Administrative Instructions/Clarifications/Guidelines as at Annexure-I are being issued for immediate , strict compliance by Zonal Railway HQr and CMS/MDs of RHs.
3. Grievances/issues reported by any staff/pensioner/patient may be taken up for necessary compliance action by the ADRMs/DRMs and at Zonal/PU HQrs by the PHODs/AGMs. Railway Board, Health Directorate (Director/Health Policy & Projects) is the 'single point of contact' (SPOC) on healthcare policy and issues regarding HMIS.
4. This issues with the approval of DG (RHS) and the Chairman & CEO, Railway Board.

Sub: Guidelines for e-Pass/PTO module of HRMS
1. The e-Pass/PTO module of HRMS was launched on 10.08.2020 and has been operational across all Indian Railways. The facility was later extended to Post Retirement Complementary (PRCP) and post-death passes. All serving employees are availing Privilege Passes, PTOs, and Duty Cheque Passes through HRMS only.
As an exception, Divyang and retired employees were earlier allowed to avail Privilege Pass/PRCP in physical mode if required.
2. After review, it has now been decided that all passes for employees and retirees must be generated through HRMS only. Even requests for manual mode passes by Divyang employees/retirees will be processed through HRMS, and passes will be generated digitally, not on pre-printed stationery.
3. Necessary instructions may be issued to all concerned.
4. This circular is issued in consultation with the Establishment (Welfare) Directorate and with the approval of the competent authority of the Railway Board.
